I.TOURNAMENT (ALL-STAR) PLAY

A. DIVISIONS OF PLAY
SMLL participates in the following four (4) Tournament Divisions: 
(1) 7-8-9 year olds (also known as “Futures”); (2) 8-9-10 year olds; (3) 9-10-11 year olds; and (4) 10-11-12 year olds (also known as the “Little League Division”).

B. SELECTION OF PLAYERS
All-Star teams shall be selected as set forth below. Participation in All-Stars is a privilege, not a right.

  • Players are selected based on their league age, not their current Division.

  • Players are evaluated based on a number of factors including ability, versatility, attitude, sportsmanship, and positive behavior demonstrated throughout the season by the player and their families. 

  • Players are selected based on their performance during spring season games, roster size restrictions, and adherence by the player and his or her family to SMLL principles and values. 

  • It is possible that a skilled player will not be selected if, in the opinion of the coaches or the All Star Selection Committee a player or his or her parents are divisive or disruptive to team unity. 

  • Players with a parent who is managing the All-Star team will automatically be selected.

  •  The teams shall be drafted in an order determined by the All-Star SelectionCommittee so that SMLL is set up for success during tournament play

  • The teams shall be drafted in an order determined by the All-Star Selection Committee to ensure that SMLL is set up for success during tournament play.

10-11-12 Year Old Team (12 U)

Each player in the Majors division shall be given the opportunity to vote by ballot for up to fourteen (14) players to make the All-Star team (the resulting ranked list the “Player’s Ranking”). All Managers for the Majors division will complete an individual player performance evaluation (template provided by the All-Star Selection Committee), and submit them, along with a forced ranking and write up of the players on their team to the All-Star Selection Committee. The All-Star Selection Committee will also complete a forced ranking of the players. The All-Star Selection Committee tabulates the results of the performance evaluations, forced ranking, and the player vote to determine the All-Star Team candidates.

All Managers for the Majors division shall meet with the All-Star Selection Committee to review and vote to adopt the 10-11-12 All-Star team. If the Managers wish to contest any of the players on the team roster as presented by the All-Star Selection Committee, they will do so during this meeting, prior to the adoption of the final team roster. If a Manager is unable to attend the meeting, he or she may send a written explanation for their reason to contest a specific player prior to the meeting. The 10-11-12 year old team shall have at least 12 and not more than 14, players. If the All-Star Manager chooses to take 13 or 14 players, they must be one of the 5 player candidates who received the most points following the player in the 12 spot.

9-10-11 Year Old Team (11 U)

All Managers for the Majors division (and AAA division if applicable) will complete an individual player performance evaluation (template provided by the All-Star Selection Committee), and submit them, along with a forced ranking and write up of the players on their team to the All-Star Selection Committee. 8-9-10 Year Old Team (10 U)

All Managers for the AAA division (with input from Majors managers, if applicable) shall meet with the All-Star Selection Committee to review and vote to adopt the 8-9-10 All-Star team. If the Managers wish to contest any of the players on the team roster as presented by the All Star Selection Committee, they will do so during this meeting, prior to the adoption of the final team roster. If a Manager is unable to attend the meeting, he or she may send a written explanation for their reason to contest a specific player prior to the meeting. The 8-9-10 year old team shall have at least 12 and not more than 14 players. If the All-Star Manager chooses to take 13 or 14 players, they must be drawn from the 5 player candidates who received the most points following the player in the 12 spot.

7-8-9 Year Old Team (9 U)

explanation for their reason to contest a specific player prior to the meeting. The 7-8-9 year old team shall have at least 12 and not more than 14 players. If the All-Star Manager chooses to take 13 or 14 players, they must be drawn from the 5 player candidates who received the most points following the player in the 12 spot.


C. SELECTION OF MANAGERS 
The All-Star manager(s) are selected from all active Managers and Coaches by an All-Star Selection Committee, composed of the SMLL Board President, Secretary, Player Agent, Coaching Coordinator, All-Star Coordinator and one (1) president-appointed board member to represent each division (Majors, AAA, and AA). If any of the Board members cannot or choose not to serve on the All-Star Selection Committee the President may appoint an alternate Board member to serve.

All-Star Managers are subject to approval by a two-thirds (⅔) vote of the Board. To be considered for selection as an All-Star Manager the individual must have managed or coached a Spring season team. Additional criteria include but are not limited to: team performance; conduct with players and parents during practices and games; managers/coaches who best represent the league, children and city; experience and knowledge of the game and Little League All-Star play. Managers are not solely determined by the outcome of each division's playoff tournament.

All-Star Managers can be selected prior to the selection of the All-Star rosters or after the fact so that SMLL is set up for success during tournament play.

This process of Manager and Player selection shall always be made available on the SMLL website for all to see.
